The paper identifies two dimensions of importance — minority languages and civic education — that the Capability Approach may develop to guarantee equal opportunities to all to benefit from European educational and lifelong learning development and to build an inclusive and socially just democracy in Macedonia. The aim of this chapter is to investigate the possibility of combining human capital theory HCT and the capability approach CA in order to better understand and measure both the instrumental and the intrinsic values of education for individuals, and to trace its relative spillover effects on societies. HCT, pioneered by Schultz and Becker in the early s, has since become an important part of the debate on economic growth and development. Recently, HCT has been criticised for the narrow instrumental role that it assigns to education inasmuch as HCT disregards some of important non-material aspects of education , as well as for its inability to satisfactorily reflect the cultural, gender-based, emotional and historical differences that can influence educational choices and individual well-being. Competition, a defining characteristic of Anglo-Saxon capitalist models, has shaped universities. Most higher education policies embrace the instrumental view of education, prioritising the development of human capital, with the ultimate objective of promoting economic growth. Added to this viewpoint, is the perspective of education as a right, which highlights its intrinsic value.

Education is an engine of growth and key to development in every society, based on its quality and quantity. In order to make a significant contribution to economic growth and development, high quality education is required. The twenty-first century paradigm is shifting towards the enhancement of knowledge as a priority. This has likely been a product of the resonation of states connecting their higher educational systems much more closely to their various economic development strategies. Education is an economic good because it is not easily obtainable and thus needs to be apportioned.
